Which now of these three, thinkest thou, was neighbour unto him that fell among the thieves? And he said, He that shewed mercy on him. Then said Jesus unto him, Go, and do thou likewise. Luke 10:36-37 · KJV

Two religious men saw the wounded traveller and passed by on the other side. The Samaritan "came where he was," and when he saw him, he had compassion on him.

Compassion in Scripture is never only a feeling. It bound up wounds, poured in oil and wine, set the man on its own beast and paid the bill.

Jesus ends not with a definition of "neighbour" but with a command: "Go, and do thou likewise."
